Context

The City of Antwerp needed a structural solution to house its operational workforce. Over 1.500 logistics employees—responsible for maintaining parks, roads and public buildings, supporting events, and collecting waste—were spread across multiple locations throughout the city. Centralizing these services into one efficient hub would improve coordination, reduce travel time, and support a more sustainable operation.

AG Vespa identified the Havana site in Antwerp's north as the ideal location: strategically positioned between the Luchtbal park-and-ride and recycling park, with excellent public transport and cycling connections. The brief called for a Design, Build & Maintain partner capable of delivering a fossil-free, energy-neutral facility at scale—one that would set a new benchmark for sustainable public infrastructure.
